Andres Lehtmets

Andres Lehtmets is the founder of Andres Lehtmets Advisory, a consultancy specializing in regulatory strategy, policy design, supervisory innovation, research and speaking for financial institutions, fintechs, regulators and development banks worldwide. He is a Research Analyst at the Cambridge Centre for Alternative Finance (Cambridge Judge Business School) and a Supervisory Board Member at Lightspark Payments Europe AS. Before founding his advisory practice, Andres worked at the European Insurance and Occupational Pensions Authority (EIOPA), where he led work on digital finance, open finance (notably preparatory work for the FiDA proposal), Artificial Intelligence (including the interaction between the EU AI Act and financial services regulation), new business models, and the platform economy. He also participated in the European Commission's Expert Group on Financial Data Spaces. Andres served as a member of the FinTech Forum and co-led the Open Insurance Working Group at the International Association of Insurance Supervisors (IAIS). He is the founding architect of the EU Supervisory Digital Finance Academy (EU-SDFA), which has trained more than 1,500 financial supervisors across the European Union. He publishes the Andres Lehtmets Advisory weekly newsletter, reaching over 5,200 professionals in financial services, regulation, and fintech.

Andres holds a Master's degree in Public Law from Tallinn University of Technology (cum laude) and a Master's degree in Law and Information Society from the University of Turku.
