About Andres

I bridge the gap between innovation and regulation in digital finance. With over 15 years of experience, I help regulators, financial institutions, and fintechs navigate the rapidly evolving landscape of EU financial regulation.

For more than six years, I led InsurTech and digitalization work at EIOPA (European Insurance and Occupational Pensions Authority), where I designed and delivered the EU Supervisory Digital Finance Academy (EU-SDFA), training over 1,500 financial supervisors across Europe in digital transformation challenges.

Today, as a Research Analyst at Cambridge CCAF (Judge Business School) and an independent consultant, I combine academic rigour with practical regulatory experience to help organizations understand and respond to regulatory change — from the AI Act and DORA to Open Finance and FIDA.

Originally from Estonia — one of the world's most digitally advanced societies — I bring a digital-first perspective to everything I do. I believe regulation should enable innovation, not hinder it.
